What? Over the years, we have seen a number of policy initiatives promoting the take-up of open standards and open source in public institutions. One recent example is that of the UK where the adoption of the Open Standards Principles lead to a major overhaul in the way standards are selected for public use. But how effective are these policies in practice? How should the public sector deal with the inclusion of patented technology in standards? How can it ensure that policies are effectively implemented and reap the benefits from greater competition, flexibility, and independence from any individual supplier? What are the real challenges faced in rolling out such reforms within a large organisation?


To explore these issues, we have invited four speakers from different levels of government to talk about their experience, after an introduction by Karel De Vriendt, OFA Fellow and former head of the ISA programme in the European Commission.
